Cooperation with the Republic of Poland

The Republic of Poland is a reliable partner for Ukraine in various spheres of cooperation, including the field of civil protection, and friendly support in European integration aspirations.

 

Participation in the Meetings of the Commission on Rescue and Protection of the Population in Emergencies

The most active bilateral cooperation is between the State Emergency Service of Ukraine and the State Fire Service of the Republic of Poland.

It is implemented following the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Poland On Cooperation and Mutual Assistance in the Field of Prevention of Disasters, Natural Disasters, Other Emergencies, and Liquidation of Their Consequences, signed on July 19, 2002.

To implement the provisions of the above-mentioned Agreement, meetings of the Commission on Rescue and Protection of the Population in Emergencies, which operates within the framework of the Ukrainian-Polish Intergovernmental Coordination Council on Interregional Cooperation, are held alternately on the territory of Ukraine and the Republic of Poland.

Within the framework of meetings of the Ukrainian-Polish Commission, the implementation of the current joint Plan of the Commission's work on rescue and protection of the population in emergencies is considered, with a paragraph-by-point indication of the advantages and disadvantages of the implementation of the Plan.

Representatives of the Mobile Rescue Center participate in meetings of the Ukrainian-Polish Commission on cooperation within the UN International Search and Rescue Advisory Group (INSARAG).

 

Cooperation with the HUSAR Poland team

The Heavy Urban Search and Rescue team of the Republic of Poland – HUSAR Poland has been the mentor of the Ukrainian Heavy Urban Search and Rescue Team MRC Ukraine from the very beginning of its creation/

As part of the mentorship, from September 2016 till December 2017, the joint Ukrainian-Polish project “Improvement of USAR Team Ukraine Capacities by Increase of Key Personnel Skills” was implemented. The project aimed at:

  • increasing the readiness of the MRC team to respond to emergencies as part of international rescue forces;
  • preparing the MRC Ukraine Team for the INSARAG External Reclassification in 2019.
     

To ensure the effective preparation of the MRC Ukraine Team for the INSARAG External Reclassification, previously planned for 2025, the Polish side developed the project “Improving the Development of the Operations of the Search and Rescue Group of Ukraine by Increasing the Competence of the Commanding Staff, Improving the Technical Skills of the Members Group and Extending Training Ground”. It will be implemented during 2023-2025 with the financial support of the “Polish Aid” Program. The Project has two components:

  • Training the MRC Ukraine Team personnel for the INSARAG External Reclassification, previously planned for 2025. This component includes a series of trainings and seminars.
  • Creation of a project to expand the training ground of the search and rescue team of the Mobile Rescue Center of the State Emergency Service of Ukraine.
