SE “Mobile Rescue Center of the SES of Ukraine”: the active phase of preparation for recertification in the UN System INSARAG has begun – Serhii Lavrynenko
It is planned an external recertification of our SAR team of heavy class in the system of the International Search and Rescue Advisory Group (INSARAG) in September 2019, - said the Head of the State Enterprise “Mobile Rescue Center of the SES of Ukraine” Serhii Lavrynenko.
Actually the team of Mobile Rescue Center is the only one in Ukraine, which has passed the certification process according to international standards in 2014. In the present time we face a responsible task to confirm our status in the world, - said the head of the enterprise.
According to him, the preparation for recertification is provided in accordance with the Plan approved by the order of the State Emergency Service of Ukraine “On the Preparation of MRC for the International Recertification in the UN System INSARAG” dated April 13, 2018, №244.
The preparation for recertification is a complex and multi-stage process, - said the head of the Center.
In particular, it provides for compliance with a number of procedures: the preparation of the team portfolio in accordance with international requirements; coordination of actions with foreign and domestic partners; resolving the organizational issues with the Ministry of Defence of Ukraine, the State Border Guard Service of Ukraine, the State Fiscal Service of Ukraine and other central executive authorities; development and refinement of guiding documents, databases, instructions, etc.
We pay special attention to study and implementation of the latest standards and technologies of INSARAG in preparation for recertification. This primarily concerns the work of On-Site Operations Coordination Center (OSOCC), USAR Coordination Cell (UCC) and Reception and Departure Centre (RDC). Moreover, we are implementing the KoboToolbox data collection and processing system, which has recently been used by INSARAG to improve the effectiveness of SAR and humanitarian operations management, - said the Head of Mobile Rescue Center.
Training of personnel is equally important part of preparation for recertification, - said Serhii Lavrynenko. To do this, we use a variety of forms for improving professional training of team members. Among them, in particular, participation in international and national exercises; holding complex and command-post exercises in certain areas with involving of foreign specialists; special trainings, seminars, advanced courses for rescuers, chemists, divers, dog handlers and others.
We also regularly update the material and technical base. In the State Budget on 2018 under the Maintenance Program aimed at Emergency Response Operations as part of the Emergency Response Forces, which is implemented by the State Enterprise “Mobile Rescue Center of the SES of Ukraine”, funding is provided in the amount of 633.0 thousand UAH, - said the head of the enterprise.
I hope, such a comprehensive approach will allow us to successfully pass the recertification process in the UN System INSARAG in 2019. But the most important thing that the preparation for external recertification is a good opportunity not only to improve the image and confirm the high qualification of domestic rescuers in the world, but also to increase the level of protection of Ukrainians in emergency situations.
